Introduce symbol S01423 "DC supply function, general symbol"

Reason:

Symbol S01423 was first introduced by C00024, resulting in the circulation (extended procedure) of document 3/603/CDV. This CDV was rejected, see document 3/652/RVC. The comments on the document indicated that S001423 might be accepted if the name was modified and the use of the symbol limited to be a qualifier. These changes have been introduced in S01423, and the proposal is thus once more circulated in accordance with the extended procedure.

Attention is drawn to the three comments, contained in document 3/672/RVC, about the risk for misinterpretation of the symbol. The following observation, summarizing the three, was contained in this document:

The potential risk for misinterpretation due to the existence of symbols with the same graphics does obviously exist. The following symbols now have the same graphics:

- S00898 Primary cell
- S01341 Secondary cell
- S01342 Battery of primary or secondary cells
- IEC 60417-5001 Battery, general.

The National Committees are asked to take this into consideration at the voting.

Voting at validation:

Document 3/673/FDIS was approved and the symbol has been released.

Proposed corrections to the French language version have been introduced.

There was an observation that the size of this symbol is the half of the size of the other diagram symbols with the same graphics mentioned above, and a question whether this was intentional.

The answer is that since this symbol is intended as a qualifier a small size symbol is likely to be required, e.g. inside another symbol, and this is the reason for the difference. However, the rules for diagrams allow the size to be adapted as required for the actual purpose, so the full size could be used as well.
