Proposal: |
Proposal 2004-01-24:
The validation of this proposal was put on hold earlier, in order to wait for the advise from MT16 and the revision of IEC 61082.
Document 3/706/CD for the revision of IEC 61082-1 has now been circulated, and the proposed symbol S01807 is used and its application illustrated in Fig. 45 of that document.
The validation is now restarted, but limited to the introduction of the symbol S01807 only. The application of it, compared to the application of S01409 and S01410, is considered to be sufficiently well covered in IEC 61082-1.
--------------------------------------------------
Original proposal (2002-12-04):
Introduce a symbol for "Concentric conductor". Add an application note containg two examples of use.
The proposal has two purposes: The first is to define the symbol for concentric conductor, and the second is to provide two examples in order to illustrate how a concentric conductor of a power cable (usually a PEN conductor) is shown compared to the protective earthing of the armour of a power cable. The latter is an application of the symbol that has now the number S01409 (replacing the earlier S00203 = 02-15-04).
Adapted to the present database the proposal is therefore explicitely:
1. Introduce the symbol for "Concentric conductor" (not to be mixed up with the screen of a cable, compare S00013)
2. Introduce the two examples as one application note referenced from the new symbol as well as from S01409.
|

Reason: |
This proposal is based on document 3A/378/CD from 1994. It is attached below as 3a378.pdf. No symbol has yet been entered into the databse.
The CD was discussed at the meeting of SC3A in Helsinki 1996, document 3A/465/RM. It was decided that "Preparation of a 2CD will be checked by the Swedish NC". In the minutes from the meeting in New Delhi 1997, document 3A/482/RM, it is just mentioned that "the time limit to be checked by the SE NC". After that there is no further documentation of it, but it is still in the work programme of TC3.
The proposal is therefore restarted, in order to come to a final conclusion.

Comments at evaluation: |
Submitted for evaluation 2002-12-04.
AT(WGAS): Yes to the proposal.
DE(RESC): Yes to the proposal.
JP(HIKE): Yes to the proposal.
FR(TOPC): Yes to the proposal.
DK(KATH): Yes to the concentric conductor, but we need to have a symbol for cable armouring before we use a "special" frame symbol, indicating that this armouring is connected to (safety) earth.
Some of it in a extended procedure.
NO(ES): Yes for the concentric conductor.
Using the symbol S01409 for indicating a cable armouring seems to be wrong since the meaning of that symbol has been modified. We should need a symbol for indication of a cable armouring before we introduce an example related to this. Normal procedure.
FI(TAVI): Yes in principle. Before the voting in validation: two new examples based on proposed examples shall also be evaluated in detail.
Note: MT 16 is discussing about Boundary frames (A boundary frame shall consist of horizontal and vertical lines using the symbol S00064 in IEC 60617.)
There is in IEV, the definitions of Terms: Shield and screen
151-01-13 screen; shield (USA) (deprecated in UK in this sense) A device used to reduce the penetration of a field into an assigned region.
151-01-18 shield A mechanical barrier or enclosure provided for protection.
We in Finland started also discussion in this time about the new draft for revision of IEC 60445 and IEC 60446.
My question: Do we need different symbols for Shield and screen or we should at least amend also S00065.
See IEV Shield and screen and about definitions for concentric conductor 461-01-17 and shield bonding lead 461-15-04. One problem is that there is no IEV definition telecommunication cables. I try to get from IEC TC 46. Normal procedure shall be used. TC 16, TC 44 should be informed. See also reference in S00328: to deleted S00203.
--------------------------------------------------
Comment by the Secretary 2003-02-24: The proposal is positively met and should be validated. However, as pointed out in especially the FI comment, the application examples should be improved. I have discussed this with the FI member, who is also convenor of MT16 revising IEC 61082. A number of draft examples have been prepared. These will be reviewed by MT16 at its meeting 18th-20th March. The validation is therefore postponed until the result of this review is available.
--------------------------------------------------
Comment by the Secretary 2003-04-14: The proposal is put on hold, waiting for the elaboration of IEC61082, new part 2 with diagram examples, by MT16. This decision is taken together with the MT16 convenor at the co-ordination meeting in Geneva. |

Comments at validation: |
The validation is restarted following the circulation of document 3/706/CD.
--------------------------------------------------
AT(WGAS):If the concentric conductor of a power cable is used as a PEN conductor, the connection to earth has to be shown only with the symbol “protective earth” S00202, because PEN is a protective earth conductor. |

Voting at validation: |
DE(RESC): Yes to the proposal.
FI(ARSI): Yes to proposal.
IT(DISE): We agree to the proposal.
CN(GUTI): Yes to the proposal.
AT(WGAS)Yes to the proposal. (See also comments at validation)
JP(HIKE): Yes to the proposal.
SE(TOHA): Yes to the proposal.
--------------------------------------------------
Conclusion by the Secretary 2004-03-27: The symbol S01807 is approved and will be released.
The comment by AT will be forwarded to TC3/MT16 for consideration in the revision of IEC61082. |
