Introduce a new symbol for "combined disconnector and earthing switch".

Reason: | 
In metalclad and / or gas insulated high voltage and medium voltage switchgears , it is an introduced technique to combine disconnector and earthing switches in one single component with one common driving mechanism. The combined equipment has three fixed positions:
- earthed position;
- zero position;
- closed position.

DE(RESC): German NC agrees for the normal database procedure.
AT(WGAS): The Austrian NC agrees basically to this proposal. Normal procedure. Comments: Maybe it is not necessary to insert a new symbol to the database, because S01848 is a combination of existing symboles. Furthermore AT NC proposes to rotate the earth symbol at 90 or 180 degrees.
SE(TOHA): Swedish NC agrees basically to this proposal. Normal procedure. Comments: Maybe it is not necessary to insert a new symbol to the database, because S01848 is a combination of existing symboles.
JP(HIKE): The proposed change request is within the scope of IEC 60617 and can be handled by the Normal Database procedure.
JP NC observes that the proposed graphical symbol is a combination of the existing graphical symbols. As AT commented, how to combine the existing ones depends on applications of such graphical symbol. Therefore, a recommended practice should be included in IEC 60617 in order to avoid ambiguity, however future practice is under discussion by PT 38 Rules for the construction of graphical symbols for diagrams.
DK(KATH): The Danish NC agrees for the normal database procedure, but we propose a new outline for the symbol (S01848) itself. See attached file.
There are several combined symbol in the database and we think that this one also will be useful.
FI(ARSI) FI NC support proposal and normal database procedure.

Conclusion by the Secretary 2007-01-29: The evaluation will be continued by the normal procedure. A minor modification is suggested by AT and supported by DK. Before continuation the proposer will be contacted to check whether or not this has also his support.
Later 2007-01-29: The proposer prefers keeping the original layout of the symbol, thus avoiding to increase the width of the symbol, which is important, since reference designations are normally added on the left hand side. |

DE(RESC): German NC agrees to add the new symbol into the database.
FI(ARSI): FI votes Yes
AT(WGAS): The Austrian NC votes yes. But there is no completly content with the grafical design.
NO(ES): Norway does not agree to the proposed symbol. It is not clear to us that this symbols has three positions. We would agree if the proposed symbols had been based on S00231.
JP(HIKE): Yes

Conclusion by the Secretary 2007-04-04: 4 votes (80%>66%) are in favour, and 1 vote (20%<25%) against. The proposal is therefore approved and the symbol released. |
