Reason: | 
This change request is part of MT 60617 recommendation to harmonize graphical symbol family "switches for installation diagrams" to make all titles, graphical presentations, descriptions, application notes to be consistent and help users of symbols to choose right symbols particular purpose.
During the preparation of this proposal MT 60617 was consulted.
FI NC propose to replace graphical symbol S00470 by following new graphical symbol

General comments: |

Comments at evaluation: | 
DE(RESC):The national committee of germany has problems to follow the arguments for this CR. The symbol S00470 is well known and used in the praxis. DE is not in favor with this CR, and suggest the proposer to cancel this CR in total
JP(HIKE): The Japanese National Committee of TC 3 supports this change request and it may be processed in the normal database procedure.
In response to German comment above, the issue of standardizing combination of graphical symbols in IEC 60617 was tasked to MT 60617, the report from which was made available in 3/1037/INF.
Results of study made by MT 60617 to help secretary TC 3 should be respected for sound standardization.
Every delegate member of VT 60617 needs to submit, in case-by-case, a specific comment on the change request rather than a general comment.
FI(ARSI): FI NC support this change request with normal database procedure with comments to circuit diagram in application note (see comment file).
In responce DE NC comment: It is necessary to change some old standardized graphical symbols to reach following benefits
1. create general rules as an application notes for interpretation of graphical symbols for switches for installation diagrams
2. to make possible to extend symbol family in consistent way by following the rules
DK (KATH): The Danish NC supports the proposal to follow normal database procedure and supports the Finnish proposal to the application note.
SE (PASV): The Swedish NC supports the proposal to follow the normal database procedure and supports the Finnish proposal to the application note.

Secretary comment: the evaluation was closed with 4 votes for normal data base procedure and one against. The CR will go to validation.

Additional comment by the Secretary: It has been noted that a symbol with status Standard in this databas cannot be changed. Therefore this Change request, if approved, will result in that symbol S00470 will be obsolete and replaced by the new symbol S01905.
Please consider this process in the validation of the change request.

Secretaries comment: The validation was closed with five votes for and one against the proposed symbol.
Symbol S00470 will be replaced by symbol S01905.
The DK NC was positive to symbol S01905, but commented the relation to the application note.
Secretary answer to DK comment: The reason for changing symbol S00470 is not related to A00360 but to the fact that the the "flags" are shown in different directions
