Reason: | 
This change request is part of MT 60617 recommendation to harmonize graphical symbol family "switches for installation diagrams" to make all titles, graphical presentations, descriptions, application notes to be consistent and help users of symbols to choose right symbols particular purpose.
During the preparation of this proposal MT 60617 was consulted.

Comments at evaluation: | 
DE(RESC): The national committee of Germany once again wants to point out that combinations of existing and well known symbols are not spirit and purpose of standardization work in the IEC! If specified groups of users have a need for a collection of such combined symbols this should be handled for example in a library of the relevant CAD- system (as we use to do it in Germany), or be clearly marked in the DB as "EXAMPLE". We discussed these since the first steps in the 60617 database in 1998. In Germany this also harmonized with the relevant product committees.
JP(HIKE): The Japanese National Committee of TC 3 supports this change request and it may be processed in the normal database procedure.
In response to German comment above, the issue of standardizing combination of graphical symbols in IEC 60617 was tasked to MT 60617, the report from which was made available in 3/1037/INF.
Results of study made by MT 60617 to help secretary TC 3 should be respected for sound standardization.
Every delegate member of VT 60617 needs to submit, in case-by-case, a specific comment on the change request rather than a general comment.

Motivation to standardize new graphical symbols in IEC 60617
1.To help users of product standards and system standards to comply documentation requirements.
2.By standardizing symbol then it has designation so it can be refer by using symbol ID.
3.To reach common understanding (language independent) for the meaning of graphical symbol.
If users of IEC 60617 can’t find suitable graphical symbol for diagram then:
1. Users have difficulties to comply requirements for product standards.
2. CAD symbols libraries are extended independently without coordination. Coordination is important because there are more than 6000 standardized graphical symbols in: IEC 60617, IEC 60417, ISO 14617, ISO 7000 and ISO 7010.
3. Designers start to use of mixed standardized and non-standardized graphical symbols which makes difficulties for with different interpretation in global market (design from country A, installers from country B, project implemented and maintained in country C).
4. Language independency is lost because without good knowledge of IEC 81714 series it is tempting to use letter codes as part of graphical symbol (abbreviation of word on local language are commonly used).
5. Local unofficial graphical symbol collections start to become de facto.

Secretary comment: the evaluation was closed with 5 votes for normal data base procedure and one against, but the CR will be discussed in MT 60617 before validation.
NO(ES): The evaluation shall not be terminated before the evaluation ends. The evaluation ends today, 2012-01-30.
We do not support the modification of the graphical layout of symbol S01862. However, we do support the introduction of a new symbol with the graphical layout and description as the proposed symbol, replacing the symbol S01862 which should then be withdrawn.
The old graphics should be kept in the database as it might have been referenced by some application or use. Modifying the graphics, the reference may seem to be wrong as the new symbols does not look like the one being used in at the application. By replacing symbol S01862 with a new symbol, existing references are still valid, and looking into the old referenced symbol, information is got on the new symbol to be used.

Additional comment by the Secretary: As corrected noted by NO NC, a symbol with status Standard in this databas cannot be changed. Therefore this Change request, if approved, will result in that symbol S01862 will be obsolete and replaced by the new symbol S01906.
Please consider this process in the validation of the change request.
