Proposal:

To introduce symbols for some additional types of terminals.

S01849: Hot-connectable or disconnectable
S01836: Hot-connection terminal (originally named "Hot-line terminal (for HV-bus)"

Hot-connection terminal: installed for disconnecting feeder from bus, instead of the bus section disconnector which connects the HV-bus and feeder in substation.

The Hot-connection terminal is required because of the space limitation with which disconnector cannot be installed.

Secretary's note 2007-05-04:
This proposal was originally entered 2005-06-09 but put on hold in order to get some further clarifications. The symbols S01832 to S01835 in the list above are shown for tracing purposes since they were included in the original proposal, but were later modified by JNC. However they are NOT part of the present proposal, and have therefore got the status "rejected".

General comments:

Extended procedure: 3/895/CDV.

Comments at evaluation:

DE(RESC): The proposed symbol for a "hot-line -terminal" as an alternative to a busbar disconnecting switch should represent a type of "equipment" or "technique" which, in our opinion is not in line with IEC 61936-1, where clear conditions for switching devices are fixed. With the proposed "link" this requirements can not be fulfilled, what we see as an enormous risk in a substation for health and safety of personal and a huge risk for damages to other equipment. So not only the symbol, but the complete construction should be checked very carefully!!.
Germany does not support this proposal.

AT(WGAS): Yes to the graphical symbol. As like DE the Austrian committee see also an enormous risk for health and safety and equipment.

JP(HIKE): JNC would still like to propose the following graphical symbols;
S01849: Hot-connectable or disconnectable
S01836: Hot-line terminal (for HV-bus).

However, taking into account comments and concerns expressed by DE and AT above, JNC would like to modify the original name of S01836 to read "Hot-line terminal" so that the graphical symbol is not limited only for high voltage.

In response to DE that refers to IEC 61936-1, the reference is not appropriate, because the scope of IEC 61936-1 exclude its application to live work as read,
"This standard does not apply to the requirements for carrying out live working on electrical installations."

JNC is in the opinion that the safety requirements corresponding to voltage levels should be carried out by observing the rules and procedures as defined in each of respective national standards and regulations. This is in line with IEC 61936-1, however, the issue is outside of its scope.

FI(ARSI): FI NC agrees in principle with graphical presentation and we call extended database procedure. Referring to document Photo_and_drawing_of_the_hot-line_terminal.pdf symbol and/or guidance should not give any impression to any swapping nor plugging. In symbol S01836 name "Hot-line terminal" should be changed to be "Hot connection terminal".

DK(KATH): Due to the concern about safety matters - use extended procedure in this case.

NO(ES): I support FI.

Conclusion by the Secretary 2007-08-07: Due to the concerns expressed the extended procedure will follow. The name of S01836 will be changed to "Hot-connection terminal" as suggested by FI as a follow up to JP that suggested that (for HV-bus) should be removed.

Comment by the Secretary 2008-09-17: The result of voting on 3/895/CDV was compiled in document 3/927/RVC. FDIS will be prepared after the TC 3 meeting in Prague 2008-10-09.

Comment by the Secretary 2008-10-31: Comments to the CDV was discussed at the plenary meeting 2008-10-09. It was decided that a FDIS shall be distributed without any changes or additional comments to the symbols.

Comment by the Secretary 2009-01-19: Document 3/935/FDIS was circulated. The result of the voting was in favour of the symbols. The Symbols have got the status of standard.
The negative vote was accompanied by a comment as shown in the attached file 3/938/RVD. An inofficial comment has been given by the Danish NC. The comment has been attached, but no changes of the symbols have been done.

According to 3/938/RVD resulted the voting in favour of approval the symbols (9 votes in favour and 1 against).
